Year End Wrap Up and Rules Update

As the year comes to a close, we look back at the progress made in 2021, both in the State House and the new Cannabis Control Board, the work that remains, the rulemaking process, and what to anticipate in 2022. The Cannabis Control Board has now filed five rules with the Secretary of State and submitted two reports to the legislature, with a third report expected in early January.

The November 1 Report

The Cannabis Control Board was tasked with delivering two reports to state legislators this year and it just submitted its second report, on November 1, that was on solid concentrates, the conversion of hemp into THC, and changes to the medical cannabis registry advisory body. Some of the proposals in the CCB’s second report begin to approach our policy positions, we commend them for the perspectives they appear to share with VGA and many Vermonters, and we urge them to go further.

Cannabis Control Board Update

The Cannabis Control Board recently announced it will need a bit more time to deliver its final recommendations to legislators, understandably so, the eight subcommittees are beginning to wrap up their work, led by two out-of-state consultant firms, VS Strategies, the National Association of Cannabis Businesses, and members of the Advisory Committee, all of which will bring to a close the initial rulemaking process later this month.

Cannabis Control Board Update

Over the past month, the Cannabis Control Board held its last handful of regular Board meetings before departing from the listening portion of its rule making process and moving into the drafting of initial rules with the two newly selected out-of-state consultant firms, VS Strategies, and the National Association of Cannabis Businesses, the final members of the Advisory Committee, and a new subcommittee structure and process.
