2025 CCB Rules Amendment Process
The CCB initiated a rules amendment process on January 6, 2025, representing the second time since initial rulemaking that the industry and the general public can participate and influence the regulations governing the adult-use and medical cannabis markets.
There are over 100 technical and substantive proposed changes by the agency to its administrative rules 1 through 4. To help break down such a large volume of proposed changes, we have developed resources for each of the four rules that itemize each of the agency's proposed changes, often with comments. We also provide our recommendations to the rules we submitted to the CCB.
Between the resources and our recommendations, we hope to allow for a greater understanding of rulemaking, the proposed changes to the rules, and the means to formulate your own comments and recommendations and support our recommendations, which reflect the interests of our members, licensed cannabis farms and businesses, as well as the state’s talented legacy market actors that wish to participate but do not see a fair and equitable market, just yet.

Rulemaking can be confusing and distant. It is a dense policymaking process, but it is also a unique moment to influence the CCB’s regulations, and you can do so by using the resources we developed to better familiarize yourself with the changes being discussed, to inform your comments to submit to the agency or express support for our work if it holds value to you.
Remember, the comment period ends at the end of the day on Friday, February 28, 2025.
