Legislative Update

Over the past few weeks, the Senate has been busy working on a handful of cannabis-related bills, including S.25, which has emerged as the preeminent vehicle to amend Act 164. While the four other cannabis-related bills in the State House are less likely to pass, the crossover deadline was last Friday and we should know more by next week. The Cannabis Control Board still has not formed, but we anticipate they will finally convene by the end of this month.

Legislative Update

We count five different bills that seek to amend Act 164 this legislative session, so far, and this past Tuesday, February 16, the Senate Judiciary Committee convened to discuss the status of Act 164's formation and implementation process, along with an overview of S.25, one of the amendment bills for the new taxation and regulation law.

Retail Opt-In & Town Meeting Day Update

Town Meeting Day is Tuesday, March 2, and quickly approaching. We track 15 towns and cities that will have retail opt-in on this year’s ballot. But, with the pandemic still in full swing, the State is encouraging municipalities to practice safe election protocols, such as encouraging mail-in voting, even allowing towns to postpone Town Meeting Day until Spring.

Legislative Update

The 2021 Vermont legislative session kicked-off earlier this month, on Wednesday, January 6, convening under the same mandate as the last session, to focus on COVID-19 priorities, and with plans to adjourn on Friday, May 28. Last session lawmakers levied the possibility of amendments, in the following session, in 2021, as a means to gain support for passing bill S.54. Now that this session has arrived, we are looking at, at least, 2 amendment bills to bring reforms to Act 164 this year.
